Many Oak Ridge houses have outlived their planned life several times over. The cemesto houses of the original townsite went up from 1943 to last about 25 years, and the concrete-block homes of Woodland and Scarboro date from 1949. Replacing a roof on houses like these involves more than shingles: siding layered over original wall panels, chimneys rising through small roofs, decades of additions and, on some lots, a roof that started out flat. Here is how to plan the job and compare quotes.
When the Oak Ridge Historic District was documented for the National Register in 1991, every cemesto house had already received a newer asphalt-shingle roof, but only about one in five still showed its original cemesto siding. Many owners had covered the panels with aluminum or vinyl, so the walls next to your roof may still be cemesto underneath.
That matters because new step flashing and counterflashing go where the roof meets those walls. Cemesto is a cane-fiber insulating board faced on both sides with asbestos cement, and the EPA lists asbestos cement products among older building materials that may contain asbestos. Ask each roofer how they would flash those walls without cutting or breaking the panels, and whether sampling by an accredited professional is included or priced separately.
The nomination describes a central interior chimney on every A-house, an interior end chimney on the C, and a chimney on the raised section of the D-house roof. A replacement is the time to reflash a chimney or take an unused one down below the roofline, and to inspect the seams where later bedroom and living-room additions tie into the original roof.
The nomination notes that the living area almost always faces the back, wooded side of the lot, so extensions there often sit under trees, and some F-houses stand near the top of the ridge on Outer Drive. Quotes should account for tree cover, sloped yards and where a dumpster can sit.
Several of the concrete-block models in Woodland and Scarboro were built with flat composition roofs over wood sheathing and rafters, and once residents could buy their homes in 1956, adding a gable roof became a common change in Woodland. If yours is still flat, you are pricing a low-slope membrane, which 2026 guides put at about $5.50 to $12 per square foot for TPO and $2.50 to $4.50 for modified bitumen. If it was converted, ask the roofer to check the framing that was built over the old flat roof.
Oak Ridge's Codes Enforcement Division, in the Planning and Development Department at 200 South Tulane Avenue, issues the city's building permits and lists the 2024 International Residential Code. It also says it issues building trade permits to applicants holding a valid City of Oak Ridge or State of Tennessee license for the work, so ask who will pull any permit and under which license.
Neither Anderson nor Roane County adopted the state Home Improvement law, so only jobs of $25,000 or more trigger a state contractor's license. Modernize puts a 2,000 square foot architectural-shingle roof in the Knoxville area at about $11,500 to $20,000.

The 1991 National Register nomination lists cemesto as a wall material and asphalt as the roofing, and it found every cemesto house already reroofed. Older layers and siding can still contain asbestos, though, and the EPA lists roofing and siding shingles among products that may. Only sampling by a trained, accredited professional before anything is disturbed can tell you.
Inside city limits, the Codes Enforcement Division of the Planning and Development Department issues building permits and enforces the city's construction codes, whichever county your home is in. Its general line is 865-425-3532, and it is at 200 South Tulane Avenue. Ask your roofer to confirm with that office whether your job needs a permit.
Owners have been doing it since the houses went up for sale in 1956; the National Register nomination for the Woodland-Scarboro district calls it a common alteration in Woodland. It is framing work, not just roofing, so talk to Codes Enforcement before you plan on it. National Register listing alone does not restrict what a private owner does with private funds, according to the National Park Service.
