Oak Ridge has an unusual mix of houses to repair: wartime cemesto homes, TVA flat-tops brought in during the war, postwar concrete-block houses and duplexes, ranch houses, and new construction at Rarity Ridge. A repair on one of these often comes down to a single detail, such as a chimney, the seam over an addition or the edge of a flat roof. This page covers the repairs worth knowing about, the trees and storms behind them, and how to keep a repair the size it needs to be.
Oak Ridge's older neighborhoods follow curving streets laid out to fit the ridges, and many lots are wooded right up to the house. Limbs that hang over a roof can crack or puncture shingles in a storm, and leaves that settle in valleys and gutters hold water against the roof edge. After high wind, check the slopes under overhanging trees first.
Hail reaches the area too. On May 16, 2023, the National Weather Service received reports of hail from 0.7 to 1 inch about six miles northeast of Oak Ridge. Stones in that range tend to leave marks on aluminum gutters, vent caps and flashing, which helps a roofer judge whether the shingles took hits as well.
The TVA flat-tops brought to the townsite during the war, models RB-1 and RC-1, were frame houses with plywood walls meant to last six years. In Woodland and Scarboro, several 1949 concrete-block models were built with flat composition roofs over wood sheathing. Repairs on low-slope roofs like these often involve blisters, open seams, worn edge flashing and low spots where water ponds.
Before accepting a quote, ask the roofer to identify the existing membrane, whether modified bitumen, EPDM, TPO or an older built-up roof, and to patch it with compatible material. A patch that doesn't bond to the roof around it can become the next leak.
On A-type cemesto houses the chimney rises through the center of the roof, so its flashing is the first thing to check when a stain appears near the middle of the house. The other weak point is the joint where a postwar addition was tied into the original roof.
If a repair means lifting siding to replace step flashing, keep in mind that the panels underneath may be original cemesto, which is faced with asbestos cement. Ask whether the repair can be done without disturbing them, and if not, whether testing comes first.
Anderson and Roane counties are outside Tennessee's Home Improvement license program, so the state license requirement only starts at $25,000, well above a typical repair. For smaller work, TDCI suggests checking with the local codes office about licenses and permits; in Oak Ridge, that is the Codes Enforcement Division on South Tulane Avenue. HomeAdvisor's 2026 national range for a typical repair is about $395 to $1,968.

It depends on what is under it. If the deck is sound and the membrane is in fair shape elsewhere, a roofer may be able to repair the area or build up the low spot so water drains. If the membrane is cracked or blistered across the roof, or the deck is soft, replacement is usually the better use of money. Ask for both prices.
Not by itself. The National Park Service says National Register listing places no restrictions on what a private owner does with a property using private funds, though state or local rules can still apply. Telling the roofer the house's age and type still helps, since it signals older materials and framing they should expect.
Usually, yes. A repair can be limited to one unit, but on duplexes such as the hipped-roof Model 20, which has two chimneys at the crest, water entering on one side can travel. Let the neighbor know before work starts, agree on ladder access, and ask the roofer to check the shared ridge while they are up there.
