Harriman was founded in 1889 as a temperance town, laid out by the East Tennessee Land Company inside an oxbow bend of the Emory River, with the Walden Ridge escarpment rising to the west. When lots were auctioned in February 1890, more than 4,000 prospective buyers turned up, and houses went up quickly. That boom left Harriman with a considerable number of Victorian-era homes, especially in Cornstalk Heights, along with a historic Roane Street business district and later neighborhoods such as Walnut Hills and Oak View.
Cornstalk Heights was part of a 343-acre section of Harriman that the land company platted on Christmas Day 1889, and it was laid out as the upscale residential district. Early deeds required owners to build frame or brick houses of at least six rooms. Its 110 houses date mostly from 1890 to 1940, from Queen Anne, Eastlake and Folk Victorian designs of the early 1890s to Colonial Revival, Craftsman bungalow, Tudor Revival and American Foursquare houses after 1900. The district was listed on the National Register of Historic Places in 1991.
Those styles bring roofs with several gables, intersecting valleys, dormers and chimneys. Every intersection is a place where water can get in, so the flashing work matters more than the shingle brand. Ask roofers how they will handle valleys, step flashing along dormer walls and chimney counterflashing, and whether they plan to replace or reuse the existing metal.
National Register listing by itself places no restrictions on what a private owner does with a house, according to the National Park Service, unless federal funding or permits are involved. Local zoning is a different matter. Harriman's zoning ordinance sets up a Residential Historic district for the historic neighborhoods near downtown and an H-1 historic overlay, and in those districts the Harriman Historic Zoning Commission must issue a certificate of appropriateness before exterior changes begin.
Check the city's zoning map or call city hall to learn whether your address falls inside one of those districts before you sign a roofing contract. If it does, ask the roofer to help document the existing roof and spell out the proposed material and color for the application.
The Roane Street Commercial Historic District, listed in 1989, includes a theater, a Carnegie library, the former post office and a row of storefronts along US 27, and Harriman City Hall occupies the former East Tennessee Land Company headquarters with its Norman-style towers. Commercial buildings from that era often have low-slope roofs behind their front walls, which call for a contractor who works with membrane systems rather than a residential shingle crew.
Away from the original town, the land company also platted lots in what are now the Walnut Hills and Oak View neighborhoods, and newer houses in those areas and toward I-40 generally have simpler rooflines. On those, compare quotes on underlayment, ventilation and warranty terms, not just the shingle brand.

Not on its own. The National Park Service says listing places no restrictions on a private owner unless federal money or permits are involved. Harriman's local historic zoning is separate: if the property is within the city's Residential Historic district or H-1 overlay, the Historic Zoning Commission must approve exterior changes first. Confirm your zoning with the city before work starts.
Complex roofs take longer. A Queen Anne or Eastlake house can have several gables, dormers and valleys, plus chimneys and porch roofs, and each needs flashing. One roofer may plan to replace all the metal flashing while another reuses it, and decking repairs are often priced per sheet. Ask every contractor to itemize those choices so the quotes compare fairly.
